Downtown Development Regulations

D.B. Hartt developed downtown district regulations that require renovations and new development reinforce the existing arrangement (buildings at the street line, no or limited side yard setbacks, parking in the rear) of historic areas. Prior to the establishment of these regulations, any new development could result in buildings being well set back from the street, which would erode the existing downtown characteristics.
