Conservation Development (Model Regulations)
For the Countryside Program, D. B. Hartt developed model conservation development regulations as an alternative to a standard subdivision. Without increasing density, the model encourages flexibility in the arrangement of dwelling units and roads to foster the preservation of natural features (i.e. wetlands, ground water/impervious surfaces, woods, slopes, riparian corridors, etc.). In 1999, these model regulations won the Ohio Planning Conference's Outstanding Example of Planning Implementation Award.
