David Hartt has served as an expert witness on more than 100 land use and zoning issues in numerous communities. He has also represented property owners and developers on dozens of zoning matters.

In 1992, Mr. Hartt was a court appointed expert to develop a compromise set of zoning regulations by melding the plaintiff’s and defendant’s proposed regulations for the court ordered office and multiple family zoning on a 100 acre parcel. The court accepted the regulations.
